<p>ACUTE shortage of electricity and natural gas has forced the government to resort to the establishment of rental power stations, bypassing official procurement procedures. For the moment the people are prepared to accept the government&#8217;s compulsion to rent equipment and buy fuel at exorbitant prices, but they are aware that the crisis has arisen because of policy failures of past governments and the lack of readiness of the present one.</p>
<p>Unless a comprehensive energy policy that recognises the paucity of our natural resources and the need to invest in alternative energy sources and contemporary technologies is developed Bangladesh will not be able to achieve long-term energy security.</p>
<p>A much better and more permanent option would be to buy electricity from Nepal and Bhutan or, even better, to go into joint venture projects with them. This would, of course, depend on friendly relations and cooperation in South Asia. The government must be given due credit for actively championing this cause.</p>
<p>The projected establishment with Russian help of two commercial nuclear reactors in Rooppur has caused a lot of excitement and also some apprehension. When fully operational in the next seven to ten years these reactors will help to meet a substantial portion of our power needs and is, therefore, a welcome development.</p>
<p>Some valid concerns regarding cost, safety and security have been raised by many commentators in both the print and the electronic media. It is true that third generation nuclear reactors are much safer but they cannot be guaranteed to be failsafe, and Bangladesh is ill-equipped to manage a major nuclear disaster arising from leakage or meltdown. I expect that the government will review all safety concerns before signing the final agreement.</p>
<p>Although nuclear energy could fulfil some of our energy needs for the foreseeable future it cannot be a long-term solution as Bangladesh will remain dependent on others for enriched reactor fuel. Known reserves of uranium, contrary to what has been claimed, are expected to run out in the next few decades. It will be prudent to base our long-term plans on what is available in Bangladesh.</p>
<p>The coal and gas reserves in Bangladesh are national assets that belong to the people, and rights to these cannot be sold off for ridiculously low royalties to foreign companies. When local expertise and capacity are not available then the exploration and mining rights could be leased to foreign companies in return for payment of adequate resources tax; a better option would be to hire required expertise and equipment for a defined period.</p>
<p>Because of the very low reserves of fossil fuels and the huge domestic demand it would not be sensible to export even an iota of any gas or coal mined in Bangladesh before meeting domestic needs.</p>
<p>Bangladesh relies almost exclusively on natural gas for electricity production even though the known reserves of natural gas are very limited. There is no doubt that much more natural gas is required than is produced in Bangladesh. First, it should be established if existing gas wells are capable of producing more, and any imposed ceilings on higher production should be removed.</p>
<p>Secondly, there has to be a much bigger effort given to the discovery and mining of new wells, with preference for exploration given to local companies if they have the required expertise and capabilities.</p>
<p>Thirdly natural gas should not be wasted for the production of urea if alternative fertilisers can be found. Finally, the unrestricted supply of natural gas (CNG) at very low price to private cars, the owners of which can easily afford to buy gasoline, is another wasteful policy that needs to be stopped immediately.</p>
<p>Bangladesh has reasonable reserves of relatively good quality coal and there is no other option to using this valuable resource for economic development and employment generation, which are required for poverty alleviation.</p>
<p>Satisfactory solutions to the successful mining of each of the coalfields can be found through consultations and discussions with local residents, environmentalists and technical experts. Bangladesh should also seriously consider alternatives to mining such as in situ gasification and minimisation of atmospheric pollution through carbon capture.</p>
<p>Over the years, some local energy companies have built up valuable expertise, but much of it has been lost due to their under-utilisation and subsequent brain drain. Many of these home-grown experts, and NRB scientists and technicians that have been trained overseas, now hold important positions with multinational energy companies and academic and research institutions in other countries.</p>
<p>It would be best to create conditions to reverse the brain drain and, at the very least, to request NRB experts to volunteer their time to build up capacity at home. There are many NRB scientists and technicians who would gladly volunteer their time and valuable expertise during their annual holidays if the government and universities were prepared to look after their travel and local expenses. They could also form a pool of technical experts that could provide relevant and appropriate advice.</p>
<p>Bangladesh&#8217;s known gas reserve will run out soon and the coal reserves will last for only the next few decades. Supply of enriched nuclear fuel, which is governed by geopolitical and security considerations, cannot be guaranteed for long as known uranium reserves are also expected to run out in the not too distant future. Moreover, fossil fuel-fired and nuclear power generation are technologies of the past, and we need to immediately start investing in environment-friendly and renewable energy technologies.</p>
<p>Large-scale production of bio-fertilisers from agricultural waste to replace urea would help to greatly decrease the pressure on the natural gas reserve. Lessening the use of urea will also decrease chemical poisoning of the soil and waterways.</p>
<p>The process is simple and the technology is already in place. All that is required is an active local government system to manage local agricultural and plant waste. Microbiologists and process biotechnologists in university and government research centres could help to improve efficiency and yield by speeding up the fermentation process.</p>
<p>Eco-friendly technology for the production of biogas is already available, and large-scale production from animal waste can be coordinated by local governments with the support of the BCSIR and the ministry of industry. Large-scale production of biogas in rural areas would decrease the dependence on natural gas for domestic purposes and also lessen the load on the electricity grid by powering irrigation pumps.</p>
<p>It has been suggested that Bangladesh could offset some of its oil import by producing bio-fuel from food grains and sugarcane. Diverting food to bio-fuel production is not sensible for Bangladesh. However, there are some innovative ways that can be adopted to produce ethanol from the breakdown of lignocellulose in plant material through newly discovered enzymes from wood-digesting insects and micro-organisms.</p>
<p>Large-scale biotechnological production of such enzymes could allow the conversion of agricultural waste into bio-fuel. Bangladeshi scientists should get involved in this type of research as production of bio-fuels from waste material has huge potential in our country.</p>
<p>The most promising renewable energy source is sunlight, which is available most of the year in Bangladesh. Although, on technological and cost considerations, solar energy</p>
<p>cannot match fossil fuels now there is huge potential for solar energy as elaborated in two excellent articles in the May issue of Forum.</p>
<p>In many parts of rural Bangladesh solar energy can form the major source of electricity. Now that solar panels are being assembled in Bangladesh the price will come down substantially and solar energy could become the cheapest and most abundant energy option. Further research to increase the efficiency of photovoltaic cells and decrease their cost of production should be a priority.</p>
<p>Because of low labour costs large-scale production of solar panels could attract substantial foreign investment, create jobs and become a major foreign exchange earner. This could pave the way for industrial scale solar thermal units.</p>
<p>The alternative and renewable energy sources that are likely to be a major part of our future energy plans are also friendly to the environment and an insurance against climate change. Their proper utilisation will require extensive investment in education, research and technology.</p>
<p>A substantial portion of the climate fund should be allocated to innovation and technology transfer related to the development of these new forms of environment friendly energy options that help to fight the adverse effects of climate change.</p>

<p>The government, struggling to shore up energy supply, plans to sign an initial deal with US oil giant ConocoPhillips this month to initiate hydrocarbon exploration in the deep sea.</p>
<p>State-owned Petrobangla will sign the deal with ConocoPhillips following a process initiated two and a half years ago through invitation of international tender.</p>
<p>Top officials of the energy ministry and Petrobangla held a meeting with ConocoPhillips last week before reaching the decision of signing the deal.</p>
<p>Under the deal ConocoPhillis will initiate conducting survey and exploration in the undisputed areas in two deep water offshore blocks.</p>
<p>The final production sharing contract (PSC) will be signed after resolving the dispute of overlapping gas blocks with the neighbouring India and Myanmar, a senior energy ministry official told the FE.</p>
<p>During last week&#8217;s meeting the government accepted ConocoPhillips&#8217; demand for changing the location of arbitration from Dhaka to Singapore, said the official.</p>
<p>ConocoPhillips has been awarded two deep water gas blocks &#8212; DS-08-10 and DS-08-11 blocks &#8212; in the country&#8217;s 2008 offshore bidding round.</p>
<p>Irish Tullow Oil was also selected for shallow block SS-08-05 following the bidding.</p>
<p>But signing of production sharing contracts (PSCs) remained stalled due to overlapping dispute with neighbours as Myanmar and India have claimed part ownership over the threeoffshore blocks awarded to ConocoPhillips and Tullow Oil.</p>
<p>Bangladesh had asked both ConocoPhillips and Tullow Oil not to carry out hydrocarbon exploration in the disputed areas of the offshore blocks.</p>
<p>Bangladesh is now in talks with neighbors to settle the maritime boundary disputes and commence explorations in the prospective offshore structures.</p>
<p>It has also lodged suit with the United Nations tribunal to settle the maritime boundary disputes with the neighbours.</p>
<p>Bangladesh&#8217;s foreign ministry is also working on demarcation of the disputed areas in the ConocoPhillips and Tullow awarded blocks to immediately start exploration work there.</p>
<p>Currently, UK&#8217;s Cairn Energy operated Sangu gas field is the country&#8217;s lone operational offshore field with the output hovering around 35 million cubic feet per day (mmcfd).</p>
<p>The country&#8217;s total gas output is now around 1,980 mmcfd against the demand for over 2,300 mmcfd.</p>

<p>In order to ease the hassles of the homebound Eid passengers, CNG refueling station owners have demanded the withdrawal of the government order on keeping their pumps shut from 3pm to 9pm.<br />
&#8220;We&#8217;re making a special request to the government to withdraw the decision on shutting down the CNG pumps from 3pm to 9pm to ease the homebound Eid passengers&#8217; troubles,&#8221; said Zakir Hossain Nayon, Secretary General of Bangladesh CNG Filling Stations &amp; Conversion Workshop Owners Association, in a statement on Saturday.<br />
In compliance with the government order, all the CNG (compressed natural gas) refueling stations in Dhaka and Chittagong have been kept closed from 3pm to 9pm since August 16 this year. In light of the nagging gas and power crisis, the government on August 12 announced that all the CNG refueling stations would have to be closed 6 hours a day from 3pm to 9pm to facilitate increased gas supply to household consumers and power stations. There are about 1000 CNG refueling pumps across the country, of which most are located in capital Dhaka and port city Chittagong. More than one lakh motor vehicles were converted into CNG-run vehicles as part of a government initiative to introduce clean fuel and keep the environment free from pollution.<br />
The government has been encouraging more motor vehicles to convert, but after the nagging gas crisis, it came out with the latest decision to close CNG filling stations for 6 hours a day. </span></p>

<p>Petrobangla, the state run oil and gas company is likely                        to sign an amendment agreement with British oil company                        Cairn on September 8, to allow it to sell its gas to any                        third party within the country.<br />
This is for the first time the government recommended any                        foreign company to sell gas to the private sector. At                        present all the operational international oil companies (IOCs)                        sell gas to Petrobangla only. Petrobangla&#8217;s official                        claimed that everything is going on as per PSC (Production                        sharing contract). According to PSC, Cairn is selling gas                        to Petrobnagla at a price of US dollar 2.9 for 1,000 cubic                        feet (Mcf), following the approval it could fix its rate                        as per negotiation.<br />
&#8220;Cairn will be allowed to sell only their portion of gas                        to third party as per the production sharing contract (PSC)                        for block 16 and we will get same benefit as they will get                        higher price&#8221;, a top official said. Following the approval                        of the law ministry, Petrobnagla last week wrote Cairn to                        sign the agreement to expedite the gas exploration work in                        offshore Block 16 and the extended areas to feed                        Chittagong based industries and power plants.<br />
In June last the Ministry of Law has endorsed the Energy                        Ministry&#8217;s proposal to allow Cairn, the operator of Sangu                        Gas field to sell its gas to any third party within the                        country.<br />
&#8220;We are set to sign contract with the Cairn, thus it could                        collect rig by December to go for drilling in South Sangu                        to tap 30 to 50 mmcf gas, but now it is uncertain to start                        the drilling job by December&#8221;, Petrobnagla&#8217;s official                        said.<br />
According to the energy ministry the company stopped all                        its development work in South Sangu as it set conditions                        to Petrobangla to sign contract within June 30 otherwise                        it would not be able to go for drilling any appraisal well                        at South Sangu in this winter. Cairn official said they                        might be failed to procure a rig within next two months                        that finally poised our plan to start drilling in next                        winter season.<br />
In August 2009 the energy ministry approved UK-based Cairn                        Energy for selling gas to third party other than                        Petrobangla produced from Magnama and Hatiya, Cairn                        completed the 3D seismic survey and found two potential                        areas through analyzing the data. According to the                        Petrobangla, Cairn has to submit a report to them (Petrobangla)                        where they will describe every details of the sale                        agreement between the third party and Cairn including the                        gas price. And if Petrobnagla will agree to buy the gas as                        per agreed price than Cairn would have to sell the gas to                        Petrobangla.<br />
However, Petrobangla will get 30 days to take its decision                        in this regard.Cairn official said gas production from                        Magnama and Hatiya structures would be possible by next                        four and a half years provided the availability of gas.</span></p>

In compliance with the government order, all the CNG                        (compressed natural gas) refueling stations in Dhaka and                        Chittagong have been kept closed from 3pm to 9pm since                        August 16 this year. In light of the nagging gas and power                        crisis, the government on August 12 announced that all the                        CNG refueling stations would have to be closed 6 hours a                        day from 3pm to 9pm to facilitate increased gas supply to                        household consumers and power stations. There are about                        1000 CNG refueling pumps across the country, of which most                        are located in capital Dhaka and port city Chittagong.                        More than one lakh motor vehicles were converted into CNG-run                        vehicles as part of a government initiative to introduce                        clean fuel and keep the environment free from pollution.<br />
The government has been encouraging more motor vehicles to                        convert, but after the nagging gas crisis, it came out                        with the latest decision to close CNG filling stations for                        6 hours a day. </span></p>

<p>The CNG filling  stations in Dhaka and Chittagong remained closed for six hours from 3:00pm to  9:00pm on Monday following a government decision which would remain effective  until further orders.<br />
The new arrangement triggered long queues of  auto-rickshaws and taxicabs at the CNG filling stations and hike in fares  causing sufferings to the passengers.<br />
The government on August 12  announced that all the CNG filling stations would remain closed for 6 hours  everyday until further orders to facilitate increased gas supply to household  consumers and power stations.<br />
Owners of CNG filling stations at meeting  with the Titas Gas Transmission and Distribution Company on Monday agreed to go  by the order only in Ramadan considering public conveniences.<br />
They also  told the Titas authorities that the decision would not be acceptable after  Eid.<br />
On Monday, CNG filling stations in the cities, including capital  Dhaka, witnessed long queues of vehicles till the supply was suspended at  3:00pm.<br />
Commuters alleged that drivers of CNG-run auto-rickshaws and  taxicabs were charging fares at their will after the decision on 6-hour closure  of CNG filling stations came into effect.<br />
The authorities should have some  control over the fares of auto-rickshaws and taxis, they said.<br />
Drivers,  however, said their owners would not take any less as daily deposit although the  taxis would not be able to all day due to the six- hour closure.<br />
They  urged the government to withdraw the decision on closing the CNG filling  stations for six hours a day because it would affect their earnings.<br />
The  government should make an arrangement so that allow on-hire vehicles like  CNG-run auto-rickshaws and taxicabs can operate all day, the drivers  said.<br />
Most of the nearly 1,000 CNG filling stations of the country are  located in Dhaka and Chittagong supplying gas to more than 1,00,000  vehicles.<br />
The government decided to keep the CNG filling stations closed  for 6 hours a day because of a deepening gas crisis which was seriously  affecting power generation.<br />
The government also temporarily suspended gas  supply to the Karnaphuli Fertiliser Company to divert natural gas to power  stations.</p>

<p>Following the  government directive, all CNG stations in and around Dhaka city remain closed  for six hours from 3 pm yesyeday, enhancing sufferings of the people as the  auto-rickshaw and taxi cab drivers charged excessive fares.</p>
<p>The  government on August 12 ordered that all CNG (compressed natural gas) refuelling  stations would have to be closed a day from 3 pm to 9 pm to increase gas supply  to household consumers, especially to the power plants.</p>
<p>Earlier, the  government has stopped gas supply to Karnaphuli Fertiliser Company Ltd (KAFCO)  to divert it to power plants and water treatment plants. It has also stopped  giving any new residential gas connections as well as illumination of any  festival or occasion in the city.</p>
<p>Meanwhile, the owners of the CNG  filling stations yesterday met with the Titas Gas Company authorities to discuss  the overall situation.</p>
<p>During the meeting, the owners of the CNG filling  stations conveyed their reaction over the government order, said the meeting  sources.</p>
<p>The meeting, held at the Titas Gas head office, was informed  that the owners of the CNG stations have accepted the government decision  considering the public sufferings due gas in Ramzan.</p>
<p>&#8220;The six-hour long  closure will financially affect the CNG station owners. We have demanded  re-evaluation of the decision. But after the Eid, such decision will not be  acceptable to us. We also demanded that security be provided at the stations  during the closing period,&#8221; Secretary General of Bangladesh CNG Filling Stations  and Conversion Workshops Owners Association Zakir Hossain Nayan told the New  Nation yesterday.</p>
<p>In response to such stance by the owners, Titas Gas  managing director Md. Abdul Aziz Khan told them that the present decision was  only for the month of Ramzan. He also assured them of conveying their opinion to  the government&#8217;s policymakers, the meeting sources said.</p>
<p>After the  meeting, the Titas Gas managing director said that the six-hour closure system  was introduced considering the public inconvenience during the month of Ramzan.</p>
<p>&#8220;But we&#8217;re not thinking of anything about it after Eid. We&#8217;re just  concentrating on the smooth supply of gas to the people in the month of  fasting,&#8221; he added.</p>
<p>Hossain Mansur Ahmed, chairman of the state-run gas  agency- Petrobangla- said that this decision had been from Monday to increase  gas supply to the power stations and to ensure sufficient gas supply to  residences.</p>
<p>Meanwhile, the CNG station owners threatened to go for  tougher movement if the government continues its decision regarding the pump  closure even after Ramzan.</p>
<p>&#8220;If we&#8217;re compelled to keep our pumps closed  six hours every day even after Eid, we&#8217;ll have no option but to go for action  programme,&#8221; the secretary said.</p>
<p>He also said that if such decision  continued, it would be very difficult to sustain their business.</p>
<p>&#8220;Right  now, we&#8217;re incurring huge losses as we have to keep our pumps closed for  substantial period but we subdue our self by thinking the public suffering due  to load shedding at Ramzan.&#8221;</p>
<p>The city dwellers are already sufferers due  to the eviction drive against the 20 to 25 years old vehicles as there is  alternative arrangement, the city dwellers alleged.</p>
<p>Source said that a  total of 500 CNG stations had so far established in the country and in an  average 2,000 vehicles are converted to CNG in the city every month creating  further pressure on gas supply.</p>
<p>Meeting sources said that five area-based  sub-committees had been formed for Dhaka city while an eight-member vigilance  team, led by company secretary Chowdhury Ahsan, formed for Chittagong city.</p>
<p>An employee of the Navana CNG station on request of anonymity told this  reporter that following the government decision, busses which move on the  highways can&#8217;t take gas timely. They would have to stand in a long queue for  gas. As a result both the owners and passengers would be sufferers.</p></div>

<div>জাফর আহমেদ ॥ দেশে বিদ্যমান গ্যাস সঙ্কট সমাধানের জন্য  দ্রুত ৫টি নতুন গ্যাসকূপ খনন এবং একটি পুরনো কূপ মেরামত করার সিদ্ধান্ত নিতে যাচ্ছে  সরকার। দুটি পুরনো গ্যাসক্ষেত্রে এসব কূপ খননের মাধ্যমে নতুন করে ১৩৫ মিলিয়ন ঘনফুট  গ্যাস উত্তোলন করা যাবে বলে আশা করা হচ্ছে। এজন্য বাংলাদেশ গ্যাস ফিল্ডস কোম্পানি  এবং সিলেট গ্যাস ফিল্ডস কোম্পানি প্রাথমিক কাজ শুরম্ন করেছে। &#8216;অগমেন্টেশন অব গ্যাস  প্রোডাকশন অব ফাস্ট ট্র্যাক প্রোগ্রাম&#8217; নামক একটি প্রকল্পের মাধ্যমে এ কার্যক্রম  শুরম্ন করা হচ্ছে। আজ মঙ্গলবার প্রকল্পটি জাতীয় অর্থনৈতিক পরিষদের নির্বাহী কমিটির  সভায় (একনেক) অনুমোদন দেয়া হতে পারে। পরিকল্পনা কমিশন সূত্রে এসব তথ্য জানা  গেছে।<br />
সূত্র জানায়, দেশে ক্রমবর্ধমান চাহিদার প্রেক্ষিতে গ্যাস উৎপাদন বৃদ্ধি,  ঘাটতি হ্রাস এবং নিরবচ্ছিন্ন সরবরাহ নিশ্চিত করতে সরকার গত বছর জ্বালানি খাতে  ফার্স্ট ট্র্যাক কর্মসূচী প্রণয়ন করে। এ কর্মসূচী বাসত্মবায়নে রাষ্ট্রায়ত্ত তেল,  গ্যাস ও খনিজ সম্পদ কর্পোরেশন (পেট্রোবাংলা) নতুন ক্ষেত্র অনুসন্ধানের পাশাপাশি  বিদ্যমান পুরনো ক্ষেত্র থেকে গ্যাস উত্তোলন বাড়াতে বিভিন্ন উদ্যোগ নেয়। প্রকল্প  পরিকল্পনা ও তৈরি, যাচাই-বাছাই এবং অনুমোদন প্রক্রিয়া চূড়ানত্মের প্রায় এক বছর পর এ  কর্মসূচীর বাসত্মবায়ন পর্যায় শুরম্ন হচ্ছে। এরই অংশ হিসেবে বাংলাদেশ গ্যাস ফিল্ডস  কোম্পানি লিমিটেড (বিজিএফসিএল) তিতাস গ্যাস ক্ষেত্রে চারটি নতুন কূপ খননের  প্রক্রিয়া শুরম্ন করেছে। আর সিলেট গ্যাস ফিল্ডস কোম্পানি লিমিটেড (এসজিএফসিএল)  রশিদপুর গ্যাস ক্ষেত্রে একটি নতুন কূপ খনন ও একটি পুরনো কূপ মেরামত (ওয়র্কওভার)  করবে। জরম্নরীভিত্তিতে গ্যাস উত্তোলনে ৭৬৫ কোটি টাকার এ প্রকল্প বর্তমানে অনুমোদনের  জন্য চূড়ানত্ম পর্যায়ে রয়েছে।<br />
এছাড়াও রাষ্ট্রায়ত্ত তেল-গ্যাস অনুসন্ধান ও  উত্তোলনকারী সংস্থা বাপেঙ্ও নতুন আবিষ্কৃত ও পুরনো ক্ষেত্র থেকে গ্যাস উত্তোলনে  ব্যাপক কার্যক্রম শুরম্ন করেছে। বাপেঙ্ পুরনো সালদা ও ফেঞ্চুগঞ্জ গ্যাস ক্ষেত্রে  দুটি করে, মোবারকপুরে, সুন্দালপুরের নতুন ক্ষেত্রে আগামী শীতে নতুন কূপ খননের  উদ্যোগ নিয়েছে।<br />
দেশে বর্তমানে দৈনিক চাহিদা দুই হাজার তিন শ&#8217; মিলিয়ন ঘনফুটের  বিপরীতে এক হাজার ৯৫০ মিলিয়ন ঘনফুট গ্যাস সরবরাহ করা হচ্ছে। গ্যাসের দৈনিক ঘাটতি  সাড়ে তিন শ&#8217; মিলিয়ন ছাড়িয়ে যাওয়ায় বিদু্যত কেন্দ্র ও শিল্প কারখানায় উৎপাদন যেমন  মারাত্মকভাবে ব্যাহত হচ্ছে তেমনি আবাসিক গ্রাহকরাও তীব্র সঙ্কটে  রয়েছে।<br />
পরিকল্পনা কমিশন এবং সংশিস্নষ্ট কর্মকর্তাদের সঙ্গে কথা বলে জানা গেছে,  এশীয় উন্নয়ন ব্যাংকের (এডিবি) ঋণ সহায়তার পাশাপাশি প্রকল্পের বাকি অর্থ চলতি অর্থ  বছরের বার্ষিক উন্নয়ন কর্মসূচীর (এডিপি) থোক বরাদ্দ থেকে প্রদান করা হবে। আজ জাতীয়  অর্থনৈতিক পরিষদের নির্বাহী কমিটির (একনেক) বৈঠকে সরকারের অনুমোদনের জন্য প্রকল্পটি  উপস্থাপন করা হবে। গত ১২ মে প্রাক-মূল্যায়ন সভায় (পিইসি) প্রকল্পটি অনুমোদনের জন্য  সুপারিশ করা হয়েছে। তবে প্রকল্পটি বর্তমানে অনুমোদনের চূড়ানত্ম পর্যায়ে থাকলেও  গুরম্নত্ব বিবেচনায় এটির বাসত্মবায়ন কাজ শুরম্ন হয়েছে।<br />
বিজিএফসিএলের ব্যবস্থাপনা  পরিচালক নুরম্নল ইসলাম বলেছেন, সরকার এ খাতকে সর্বোচ্চ অগ্রাধিকার দেয়ায় ইতোমধ্যে এ  প্রকল্পের খননসহ বিভিন্ন অংশের কাজের জন্য পরামর্শক ও ঠিকাদার প্রতিষ্ঠান নিয়োগের  প্রক্রিয়া শুরম্ন করা হয়েছে। কূপ খননের কাজে সহায়তার জন্য পরামর্শক নিয়োগে ছয়টি  প্রতিষ্ঠানকে প্রাথমিক মনোনীত করা হয়েছে। আগামী দুই মাসের মধ্যে পরামর্শক নিয়োগের  কাজ শেষ হবে।<br />
শীর্ষস্থানীয় ওই কর্মকর্তা জানান, তিতাসের দক্ষিণ অংশে নতুন চারটি  কূপ খননের পরিকল্পনা করা হচ্ছে। কূপ খননের পাশাপাশি দুটি প্রক্রিয়াজাতকরণ ইউনিটও  তৈরি করা হবে। ত্রিমাত্রিক (৩-ডি) জরিপের ফলাফলের ওপর নির্ভর করে সেগুলোর স্থান  চূড়ানত্ম করা হবে। বর্ষার কারণে জরিপের কাজ এখন বন্ধ থাকলেও আসন্ন শীতের মধ্যে তা  শেষ হবে। বর্তমানে এই ক্ষেত্রে দুটি নতুন ১৭ ও ১৮ নম্বর কূপ খননের কাজ  চলছে।<br />
আগামী তিন বছরের মধ্যে নতুন এসব কূপ থেকে প্রাপ্ত গ্যাস জাতীয় গ্রিডে যোগ  করা সম্ভব হবে জানিয়ে নুরম্নল ইসলাম বলেন, এই ক্ষেত্রের মজুদের বর্তমান অবস্থা  বিবেচনায় নতুন ১৯, ২০, ২১ ও ২২ নম্বর কূপ থেকে বাড়তি ১০০ মিলিয়ন ঘনফুট গ্যাস পাওয়ার  সম্ভাবনা রয়েছে। এছাড়া এ প্রকল্পের আওতায় এসজিএফসিএলের আওতাধীন রশিদপুর গ্যাস  ক্ষেত্রের নতুন ৮ নম্বর কূপ খনন করে এবং পুরাতন ৫ নম্বর কূপ মেরামত (ওয়ার্কওভার)  করে আরও ৩৫ মিলিয়ন ঘনফুট গ্যাস পাওয়া যাবে।<br />
পরিকল্পনা কমিশন ও সংশিস্নষ্ট  কর্মকর্তাদের সঙ্গে কথা বলে জানা গেছে, ২০০৩ সালের জরিপ অনুযায়ী তিতাস ক্ষেত্রের  মোট ৫ হাজার ১২৮ বিলিয়ন ঘনফুট (বিসিএফ) মজুদের মধ্যে এ বছরের মে পর্যনত্ম তিন হাজার  ১৩১ বিসিএফ গ্যাস উত্তোলন করা হয়েছে। বর্তমানে উত্তোলনযোগ্য গ্যাসের মজুদের পরিমাণ  প্রায় দুই হাজার বিসিএফ। বর্তমানে ১৪টি কূপ থেকে দৈনিক প্রায় ৪০৯ মিলিয়ন ঘনফুট  গ্যাস তোলা হচ্ছে।<br />
অন্যদিকে, রশীদপুর ক্ষেত্রে এক হাজার চার শ&#8217; বিসিএফ প্রমাণিত  মজুদের বিপরীতে মে পর্যনত্ম ৪শ&#8217; ৬৪ বিসিএফ গ্যাস উত্তোলন করা হয়েছে। বর্তমানে সাতটি  কূপের মধ্যে চারটি থেকে দৈনিক ৪৮ মিলিয়ন ঘনফুট গ্যাস সরবরাহ করা হচ্ছে। গ্যাসের  মজুদ বিবেচনায় এ ক্ষেত্রে নতুন একটি কূপ খনন এবং পুরনো ৫ নম্বর কূপ মেরামতের উদ্যোগ  নেয়া হয়েছে। কর্মকর্তারা জানান, কূপের মুখে চাপ হ্রাসসহ নানা কারণে ২০০৬ সালের  অক্টোবর থেকে এই কূপে উৎপাদন বন্ধ রয়েছে। এটি মেরামত করা গেলে এটি থেকে দৈনিক ১০/১২  মিলিয়ন ঘনফুট গ্যাস পাওয়া যাবে।<a href="news_view_all.php?nc=15&amp;dd=2010-08-17"><img src="img/details_all.gif" alt="" align="right" /></a></div>

<h3>স্টাফ রিপোর্টার ॥ প্রতিদিন ছয় ঘণ্টা গ্যাস পাওয়া যাবে  না, এমন ঘোষণা আগেভাগে জানায় সোমবার সকাল থেকে রাজধানীর বিভিন্ন সিএনজি স্টেশনে  গ্যাস নেয়ার জন্য ছিল দীর্ঘ সারি। রাজধানীর বেশ কয়েকটি সিএনজি স্টেশন ঘুরে দেখা  গেছে বিকেল তিনটা থেকে ছয়টা পর্যনত্ম যে গ্যাসের প্রয়োজন হবে আগেভাগে তা সংগ্রহ  করছে যানবহন চালকরা। গ্যাস না পেয়ে বিৰুব্ধ জনতার হামলা ঠেকাতে সরকারের প্রতি  অনুরোধ জানিয়েছে সিএনজি স্টেশন মালিকরা।<br />
বিদু্যত উৎপাদনে গ্যাস সরবরাহ বৃদ্ধির  জন্য সিএনজি স্টেশন বন্ধের সিদ্ধানত্ম সোমবার থেকে কার্যকর হয়েছে। এখন থেকে পরবর্তী  নির্দেশ না দেয়া পর্যনত্ম প্রতিদিন বিকেল ৩টা থেকে রাত ৯টা পর্যনত্ম ৬ ঘণ্টা সিএনজি  স্টেশন গ্যাস সরবরাহ বন্ধ থাকবে। বিকেলে সিএনজি স্টেশনগুলো গ্যাস সরবরাহ না করায়  সন্ধ্যায় যাতায়াত নিয়ে রজধানীবাসীকে যথেষ্ট বিড়ম্বনার শিকার হতে হবে। সিএনজি চালকরা  এ সুযোগকে কাজে লাগিয়ে যাত্রীদের কাছ থেকে বাড়তি ভাড়া আদায় করছে বলে অভিযোগ পাওয়া  গেছে।<br />
তিতাস গ্যাস ডিস্ট্রিবিউশন কোম্পানির ব্যবস্থাপনা পরিচালক এম আজিজ খান  বলেন, রমজানে বিদু্যত ঘাটতি মোকাবেলায় সরকার বিদু্যত কেন্দ্রে সর্বোচ্চ গ্যাস  সরবরাহের নির্দেশ দিয়েছে। বিদু্যত কেন্দ্রগুলোতে ৮৫ কোটি ঘনফুট গ্যাস লাগবে। শিল্প  ও সিএনজি স্টেশনে রেশনিং করে গ্যাস সরবরাহ বৃদ্ধি করা হচ্ছে বলে জানান তিনি। সরকার  পরবর্তী নির্দেশ না দেয়া পর্যনত্ম সিএনজি স্টেশন ৩টা থেকে ৯টা পর্যনত্ম বন্ধ থাকবে  বলে জানান তিনি।<br />
সোমবার রাজধানীর কাওরান বাজারে তিতাসের কার্যালয়ে সিএনজি ফিলিং  স্টেশন ও কনভার্শন ওয়ার্কশপ ওনার্স এ্যাসোসিয়েশনের নেতারা বৈঠক করেন। বৈঠকে  এ্যাসোসিয়েশনের পৰ থেকে এ সিদ্ধানত্ম পুনর্বিবেচনার দাবি জানানো হয়। কবে নাগাদ  গ্যাস সরবরাহের সিদ্ধানত্ম প্রত্যাহার করা হবে তিতাস কতর্ৃপৰ ব্যবসায়ী নেতাদের তা  জানাতে পারেনি। এ্যাসোসিয়েশনের সাধারণ সম্পাদক জাকির হোসেন নয়ন এ প্রসঙ্গে জনকণ্ঠকে  বলেন, এভাবে একতরফা সিদ্ধানত্ম নেয়া উচিত হয়নি। জনগণের স্বার্থে শুধু রমজানে সিএনজি  স্টেশন বন্ধ রাখার সিদ্ধানত্ম আমরা মেনে নেব। রমজান শেষে এ সিদ্ধানত্ম প্রত্যাহার  করা না হলে আমরা ধর্মঘটের মতো কঠোর আন্দোলনে যেতে বাধ্য হব। তিনি বলেন, জনগণ যাতে  গ্যাস না পেয়ে সিএনজি স্টেশনে হামলা না করে এজন্য সরকারের সহায়তা চেয়েছেন  তাঁরা।<br />
মগবাজারে একটি সিএনজি স্টেশনের তত্ত্বাবধায়ক সাইদুল ইসলাম বলেন, সরকারী  সিদ্ধানত্মের কারণে তিনটায় স্টেশন বন্ধ করে দিয়েছি। সিএনজি স্টেশনগুলোতে এমনিতেই  ভিড় থাকে। সরকার ঘোষিত ৬ ঘণ্টা ছাড়াও বিদু্যত সঙ্কটের কারণে অনেক সময় সিএনজি স্টেশন  অচল থাকে। তখনও স্টেশনগুলোতে সিএনজির জন্য অপেক্ষমাণ যানবাহনের দীর্ঘ লাইন পড়ে যায়।  নতুন এ সিদ্ধানত্মের ফলে মানুষের ভোগানত্মি আরও বৃদ্ধি পাবে বলে জানান  তিনি।<br />
মালিবাগ সিএনজি স্টেশনে গ্যাস নিতে আসা একজন সিএনজি চালক আকবর আলী জানান,  একবার গ্যাস নিয়ে যদি সারাদিন চলতে পারতাম, তাহলে হয়ত সমস্যা হতো না। কিন্তু  সিলিন্ডার ছোট হওয়ার কারণে তিনবার গ্যাস নিতে হয়। রাজধানীতে ভয়াবহ যানজটের কারণে  কখন কোথায় আটকে থাকব তা জানা নেই। বিকেলে যদি গাড়ির গ্যাস ফুরিয়ে যায় তাহলে কি করব  জানতে চান তিনি।<br />
সিএনজি স্টেশনগুলো প্রতিদিন ছয় ঘণ্টা বন্ধ রাখলে সাধারণ হিসেবে  সেখান থেকে ব্যবহৃত গ্যাসের এক-চতুর্থাংশ অর্থাৎ আড়াই কোটি ঘনফুটের মতো সাশ্রয় হতে  পারে। কিন্তু ছয় ঘণ্টা বন্ধ রাখার কারণে গ্রাহকেরা অন্য সময়ে গ্যাস নিয়ে রাখার  চেষ্টা করবেন। কাজেই সাশ্রয়ের পরিমাণ দেড় থেকে দুই কোটি ঘনফুটের বেশি হবে না। এটুকু  গ্যাস বিদু্যত উৎপাদন বা গৃহস্থালি কাজে ব্যবহারের জন্য সরবরাহ করে তেমন সুফল পাওয়া  যাবে না। বিশেষ করে সিএনজি স্টেশগুলো বন্ধের কারণে ইফতারের সময় আশপাশের বাসাবাড়িতে  গ্যাসের সরবরাহ কিছুটা বাড়বে। দেশের ৫৫৬টি সিএনজি স্টেশনে প্রতিদিন ব্যবহৃত মোট  গ্যাসের পরিমাণ সাড়ে ১০ কোটি ঘনফুট, যা বর্তমানে উৎপাদিত মোট গ্যাস ২০০ কোটি  ঘনফুটের দুই শতাংশের মতো।<a href="news_view_all.php?nc=15&amp;dd=2010-08-17"><img src="img/details_all.gif" alt="" align="right" /></a></h3>

The partial shutdown of CNG filling stations across the country began Monday afternoon as part of a government initiative to counter a nagging power crisis.</p>
<p>The government based on a proposal from Titas Gas Transmission and Distribution Company Ltd earlier decided to remain shut the CNG stations for six hours from 3:00pm everyday.</p>
<p>However, Sylhet will remain out of the purview of the ongoing initiative.</p>
<p>The move would save nearly 40 million cubic feet of gas a day, which could be used to increase power generation up to around 200 megawatt, a top official of energy ministry said earlier.</p>
<p>The country&#8217;s total gas requirement a day is around 2,000 million cubic feet but there is a shortfall of around 400 million cubic feet.</p>

<p>The CNG filling stations in Dhaka will remain closed between 3:00pm and 9:00pm from Monday as part of a government initiative to improve gas supply to power stations.</p>
<p>The move would save nearly 40 million cubic feet of gas a day, which could be used to increase power generation up to around 200 megawatt, a top official of energy ministry said.</p>
<p>The energy ministry made the decision last week based on a proposal from Titas Gas Transmission and Distribution Company Ltd.</p>
<p>The country&#8217;s total gas requirement a day is around 2,000 million cubic feet but there is a shortfall of around 400 million cubic feet. This is causing a severe gas crisis across the country affecting not only the power plants and industries but the households too.</p>
<p>Meanwhile, the energy ministry has also decided to cut the duration of each power outage down to half an hour. However, this does not mean that the total hours of daily load shedding would reduce.</p>
<p>&#8220;Each area would still have the same amount of load shedding, but this time the the cuts will be for half an hour, said a spokesman of Power Development Board.</p>
<p>The country is reeling under the constant power crisis. Due to lack of new power plants and uninterrupted gas supply to the existing gas-fired power plants, the PDB is struggling with a supply shortfall of up to 2,000MW.</p>

দেশে এখন গ্যাসের চাহিদা প্রায় আড়াই হাজার এমএমসিএফডি। আর গ্যাসের উৎপাদন ২ হাজার।এই ঘাটতির কারণে বিদ্যুৎ কেন্দ্র এবং বাসাবাড়িতে চাহিদামাফিক গ্যাস দিতে পারেনা পেট্রোবাংলা। এরমধ্যেই মোট উৎপাদনের ২০ ভাগের একভাগ গ্যাস &#8230;সিএনজি হয়ে বিক্রি হয় সাড়ে ৫৫৬টি পাম্পে।এই গ্যাসই ৬ঘন্টা বিক্রি বন্ধের সিদ্ধান্তে নানা সমস্যার কথা বলছেন বাস,প্রাইভেট কার,অটোরিক্সাসহ সিএনিজব্যবহারকারিরা। তাদের অনেকেরই আশংকা, এতে বন্ধের আগে ও পরে বাড়তি চাপে শুরু হবে বিশৃংখলা। যার ঝামেলা পোহাতে হবে যাত্রীদেরও।<br />
তবে রান্না আর বিদ্যুৎ কেন্দ্রে গ্যাস বাড়ানোর প্রয়োজনকেও অস্বীকার করেন না কেউ কেউ। আর সিএনজি পাম্প মালিক সমিতির সাধারণ সম্পাদক জাকির হোসেন নয়ন বলছেন. রমযানের কারণেই সরকারের এই সিদ্ধান্ত মেনে নিয়েছেন তারা। তেব রমযােনর পেরো এই সিদ্ধান্ত বহাল থাকলে আন্দোলন শুরু করতে বাধ্য হবেন মালিকরা। মালিক সমিতির দাবি , রাজধানী ও এরআশপাশের ২শ’ পাম্পে বিক্রি হয় মাত্র ২ শতাংশ গ্যাস । ৬ ঘন্টার জন্য সেই গ্যাস বিক্রি বন্ধ করে সুবিধার চেয়ে অসুবিধা হবে বেশী।</p>

Though the country&#8217;s demand for gas supply has increased by 10-12 percent in last one year, production has not increased to cope with the demand growth.</p>
<p>According to available official statistics, gas production was recorded at 1932 million cubic feet per day (MMCFD) in August last year (2009) while the production in August this year is 1986 MMCFD, up by only 54 MMCFD.</p>
<p>But as per demand growth, the gas production should have been raised</p>
<p>by at least 200-250 MMCFD.</p>
<p>At present, the country&#8217;s gas demand is believed to be more than 2500 MMCFD against the average supply of 1980 MMCFD.</p>
<p>The state-owned Power Development Board (PDB) has been repeatedly blaming gas shortage as the main reason behind the country&#8217;s present power crisis.</p>
<p>It claimed that the power plants having capacity of 770 MW remained idle because of gas shortage. Similarly, the industry sector also makes the same allegation saying that more than 200 industries remained shut because of gas crisis.</p>
<p>The government held up all gas connections to new industries and households for last one year on account of gas crisis. Moreover, some industries like steel mills were asked to keep their operation shut from 3 pm to 9 pm every day.</p>
<p>As the last resort, the government on Thursday (August 12) decided that all the CNG filling stations would have to keep operations closed from 3 pm to 9 pm every day in and around the capital city because of gas crisis.</p>
<p>The step was taken to facilitate gas supply to household consumers and power plants.</p>
<p>Despite such a grim scenario, no major task was visible in the country in last one year to improve the gas production and supply situation.</p>
<p>Gas industry insiders blamed the state-owned Petrobangla&#8217;s inactiveness and failure to implement the gas augmentation projects to ease the current gas crisis.</p>
<p>Sources in the gas industry said the Petrobangla had undertaken a number of projects to augment gas production and supply across the country in last couple of years. But most of the projects remained either completely unimplemented or half-done due to a serious negligence on the part of Petrobangla.</p>
<p>According to sources, some projects were undertaken by the Petrobangla to drill well nos. 17 and 18 of Titas gas field, well no. 7 of Kailashtila gas field, well no. 9 of Bakhrabad gas field and well no. 12 of Habiganj gas field.</p>
<p>All these wells were planned to be drilled as part of the programme to enhance gas production by about 100-150 MMCFD by August this year.</p>
<p>Sources said each of these wells was expected to add 25 MMCFD gas to the national grid. But so far drilling of none of the wells has been completed.</p>
<p>When contacted, Petrobangla Chairman Dr. Hossain Mansur, however, claimed that the production capacity of Petrobangla was increased to 2100 MMCFD.</p>
<p>&#8220;But due to pipeline constraints, we could not be able to utilize our production capacity,&#8221; he said.</p>
<p>About the drilling of wells at different gas fields, he said all these are now under process and also time consuming.<br />
<strong>Power Divn officials create load shedding: Dilip Barua</strong><br />

Industries Minister Dilip Barua has smelt a rat in frequent load-shedding particularly during iftar, tarabi prayer and sehri, indicating involvement of a section of Power Division employees.</p>
<p>It seems these employees, being motivated politically, are making frequent load-shedding to instigate people against the government, he said.</p>
<p>The Industries Minister made the remarks at the inaugural function of the month-long Dhaka International Eid Festival and Mina Bazar 2010 at the city&#8217;s Samarai Convention Centre yesterday (Saturday) afternoon, organized jointly by Network and Event Bangla.</p>
<p>Chaired by chief executive of Network M Yasin Khan, the inaugural session was also addressed by vice-chairman of Women&#8217;s Chamber of Commerce Selima Kader, chief executive of Event Bangla Ali Akbar and chairperson of Mother Teresa Foundation Dr Capt. Masudur Rahman.Addressing the function as chief guest, Dilip Barua urged all concerned to remain alert about any possible &#8220;acts sabotage over electricity, gas and water by the partisan officials and employees of the last government.&#8221;</p>
<p>He said: &#8220;Disproving all apprehension, market prices of nearly all essential commodities remained stable during the Ramzan due tough monitoring by the government.</p>
<p>About fairs, the Industries Minister said lively participation of foreign sellers and entrepreneurs in various fairs in Bangladesh proves that the country is now a good place for foreign businessmen and investors.</p>
<p>He said that through these trade shows, scopes are being created to improve the standard of quality and design of Bangladeshi goods.</p>
<p>Barua added: &#8220;Fairs also create opportunity for access of Bangladesh goods to the markets of different countries of the world including in Asia through building close relation between domestic and foreign entrepreneurs.&#8221;</p>
<p>India, Pakistan, China, Thailand, Iran, Bhutan and host Bangladesh are among the countries participating in the Dhaka International Eid Festival and Mina Bazar 2010.</p>
<p>Some 72 stalls in the fair are displaying an array of products &#8211; textiles, handlooms, fashion items, handicrafts and children&#8217;s products.</p>
