ঢাকার কেরাণীগঞ্জে ১শ’ মেগাওয়াটের ভাড়া বিদ্যুৎ কেন্দ্রের ভিত্তি প্রস্তর স্থাপন করা হয়েছে । সরকারের কাছে বিদ্যুৎ বিক্রির জন্য ৫ বছরের চুক্তিতে এই কেন্দ্র স্থাপন করছে পাওয়ার প্যাক মুতিয়ারা কেরাণীগঞ্জ পাওয়ার কোম্পানী লিমিটেড । ফার্নেস অয়েল ভিত্তিক এই কেন্দ্র থেকে উৎপাদন শুরুর কথা রয়েছে আগামী এপ্রিলে । উপজেলার আব্দুুল্লাহপুরে ধলেশ্বরী নদীর পাড়ে ভিস্তিপ্রস্তর স্থাপন করেন বন ও পরিবেশ প্রতিমন্ত্রী ড. হাছান মাহমুদ ও সিকদার গ্রুপের চেয়ারম্যান জয়নুল হক সিকদার।

Bangladesh and India signed an accord yesterday for buying power.

Under the deal, having a duration of 35 years, the power will be transmitted to Bheramara in Bangladesh from Bahrampur, India.

The power deal with India came six months after Prime Minister Sheikh Hasina signed an agreement with her Indian counterpart Manmohan Singh during her visit to New Delhi.

Bangladesh Power Development Board (BPDB) and Power Grid Corporation of India (PGCI) signed the accord at Sonargaon Hotel in the capital yesterday evening.

BPDB Secretary Azizul Islam and PGCI Executive Director Arun Kumar signed it on behalf of their respective governments.

Finance Minister AMA Muhith, Prime Minister’s Advisor for Power, Energy and Mineral Resources Dr Tawfiq-e-Elahi Chowdhury, Energy Division Secretary Mezbah Uddin and Deputy High Commissioner of India Sanjay Bhattacharya, among others, were present.

According to the deal, Bangladesh would buy 500 MW power from different power plants of India and import it through the PGCI’s regional transmission system.

A special- sub station will be set up at Bheramara in Bangladesh to ensure the power management systems of the two neighbouring countries. A total of 120 kilometre power transmission line will be set up. Of the line, Bangladesh will share 40 kilometres while India 80 kilometres.

Setting up transmission line and power sub-station in Bangladesh will cost Tk one thousand crore, sources said. Tk 800 core will spent for the construction of the sub-station while Tk 200 crore to be spent to set up transmission line in Bangladesh, a source in BPDB told The New Nation.

The power would be transmitted through a 400 KV switching station and a 400 KV single circuit line. PGCI will also construct a 400KV double circuit line stretching from India’s Bahrampur to Bheramara in Bangladesh.

Initially, 250 MW of power would be available from India, the transmission of which is expected to start in 2012.

The terms and conditions as well as the tariff would be set by the Central Electricity Regulatory Commission of India.

The agreement, however, kept the provision to amend the tariff from time to time, according to a statement provided by the BPDB.

Bangladesh will have to make the payments within one and half months from the date of billing. India, however, would charge interest in the case of delay beyond a grace period of two months.

স্টাফ রিপোর্টার ॥ সংযোগ তারে সমস্যার (কেবল ফল্ট) কারণে রাজধানীর শেরেবাংলানগর, ফার্মগেট, গ্রীনরোড, শ্যমপুরসহ বেশ কয়েকটি এলাকার বিদু্যত গ্রাহকদের চরম দুর্ভোগ পোহাতে হয়েছে। রবিবার দুপুরের পর থেকে এসব এলাকার বিদু্যত সংযোগ বিচ্ছিন্ন হয়ে যায়। রাতে এ রিপোর্ট লেখা পর্যনত্ম এসব সরবরাহ স্বাভাবিক হয়নি। এ ছাড়া মাত্র সপ্তাহ না ঘুরতেই ঘোড়াশাল তাপ বিদু্যত কেন্দ্রে আবারও যান্ত্রিক গোলযোগ দেখা দিয়েছে। এতে ৭২৪ মেগাওয়াট ক্ষমতাসম্পন্ন কেন্দ্রের উৎপাদন ৰমতা ৪৮০ মেগাওয়াটে নেমে এসছে। আকস্মিভাবে যান্ত্রিক ত্রম্নটি দেখা দেয়ায় লোডশেডিংয়ের মাত্রা আরও বৃদ্ধি পেয়েছে। ঘোড়াশালের ৪ নং ইউনিটটি রবিবার বন্ধ হয়ে গেছে। ডিপিডিসির ব্যবস্থাপনা পরিচালক প্রকৌশলী ফরিদুল ইসলাম রাতে জনকণ্ঠকে বলেন, ঢাকার বেশ কয়েকটি এলাকায় কেবল ফল্টের কারণে বিদু্যত বিভ্রাট দেখা দিয়েছে। তিনি জানান, কোন কোন অংশের কোথা কেবল ফল্ট হয়েছে তা খুঁজে পেতে দেরি হওয়ায় সঙ্কট দীর্ঘায়িত হচ্ছে। এসব সমস্যা কটিয়ে দ্রম্নত সরবরাহ স্বাভাবিক করার চেষ্টা করা হচ্ছে। তবে মাটির নিচে দিয়ে কেবলগুলো যাওয়ায় কোথায় সমস্যা তা খুঁজে পেতে সময় লাগছে বলে জানান তিনি।
রবিবার সন্ধ্যায় শেরেবাংলানগর থেকে ফোনে মিসেস রহমান জানান, দুপুর আড়াইটা থেকে তাঁদের এলাকায় বিদু্যত নেই। বিদু্যত অফিসে যোগাযোগ করলে তারাও বিদু্যত কখন আসবে বলতে পারছে না।
এদিকে চরম সঙ্কটময় পরিস্থিতিতে যান্ত্রিক ত্রম্নটির কারণে ঘোড়াশালের ৪ নম্বর ইউনিট বন্ধ হয়ে গেছে। শনিবার রাতে যান্ত্রিক ত্রম্নটির কারণে ঘোড়াশাল ৪ নম্বর ইউনিট বন্ধ হয়ে হয়ে যায়। নরসিংদী থেকে আমাদের নিজস্ব সংবাদদাতা জানান, ঘোড়াশাল তাপ বিদু্যত কেন্দ্রে আবারও বিপর্যয় দেখা দিয়েছে। কেন্দ্রের সহকারী প্রধান প্রকৌশলী আর. পি. রায় জানান, ২১০ মেগাওয়াট বিদু্যত উৎপাদন ক্ষমতা সম্পন্ন ৪ নম্বর ইউনিটটি শনিবার রাতে বন্ধ হয়ে যায়। এ নিয়ে কেন্দ্রটির ৩টি ইউনিটে বর্তমানে বিদু্যত উৎপাদন বন্ধ হয়েছে। উলেস্নখ্য, গত ১৮ জুলাই রাতে টারবাইন জেনারেটরে আগুন লেগে ২১০ মেগাওয়াট বিদু্যত উৎপাদন ক্ষমতা সম্পন্ন ৬ নম্বর ইউনিটে বিদু্যত উৎপাদন বন্ধ যায়। এ ছাড়া যান্ত্রিক ত্রম্নটির কারণে ৫৫ মেগাওয়াট বিদু্যত উৎপাদন ক্ষমতা সম্পন্ন ২ নং ইউনিটটি প্রায় ৩ মাস যাবত বন্ধ রয়েছে।
৯৫০ মেগাওয়াট ক্ষমতাসম্পন্ন ঘোড়াশাল তাপ বিদু্যত কেন্দ্রের ৬টি ইউনিটের মধ্যে ৩টি ইউনিট বন্ধ থাকায় বর্তমানে জাতীয় গ্রিডে বিদু্যত সঞ্চালন কম হচ্ছে ফলে দেশের কয়েকটি জেলায় লোডশেডিংয়ের মাত্রা ব্যাপকভাবে বেড়ে গেছে। এদিকে চালু অপর ৩টি ইউনিটে বিদু্যত উৎপাদন অর্ধেকে নেমে এসেছে। এ নিয়ে জনমনে প্রশ্ন দেখা দিয়েছে, ইউনিটগুলো যান্ত্রিক ত্রম্নটির কারণে বন্ধ হচ্ছে, না কি সরকারকে বেকায়দা ফেলার জন্য সাবোটাজ করা হচ্ছে।

বিদ্যুৎ সংকটে কারা নিরাপত্তা নিয়ে শঙ্কা

দেশের কারাগারগুলোতে নিরবচ্ছিন্ন বিদ্যুৎ সরবরাহ নিশ্চিত না হওয়ায় গভীর উদ্বেগ প্রকাশ করেছেন জেলা প্রশাসকরা। এ অবস্থায় কারাগারের নিরাপত্তা নিয়েও শঙ্কিত তাঁরা। বেসরকারি শিক্ষাপ্রতিষ্ঠানের পরিচালনা কমিটিতে জেলা প্রশাসকসহ (ডিসি) স্থানীয় প্রশাসন বা তাদের মনোনীত ব্যক্তিদের সভাপতি করার প্রস্তাব পরোক্ষভাবে নাকচ করে দিয়েছেন শিক্ষামন্ত্রী নুরুল ইসলাম নাহিদ। তবে শিক্ষক সংকট দূর করাসহ অনেক বিষয়েই জেলা প্রশাসকের প্রস্তাবের সঙ্গে একমত হয়েছেন তিনি। আর অর্থ মন্ত্রণালয় নিরক্ষরতা দূরীকরণ, বাজার নিয়ন্ত্রণ এবং ডিজিটালাইজেশনের জন্য জেলা প্রশাসকদের নির্দেশ দিয়েছে।
গতকাল রবিবার সচিবালয়ে মন্ত্রিপরিষদ বিভাগের সম্মেলন কক্ষে অনুষ্ঠিত ডিসি সম্মেলনে মন্ত্রণালয়ভিত্তিক অধিবেশনে এসব বিষয় উঠে আসে।
শিক্ষাবিষয়ক অধিবেশন : বিকেলে ডিসি সম্মেলনের প্রথম অধিবেশনে জেলা প্রশাসকদের পক্ষে শিক্ষা মন্ত্রণালয়ের জন্য ২৬টি এবং প্রাথমিক ও গণশিক্ষা মন্ত্রণালয় সম্পর্কিত ১১টি লিখিত ছাড়াও মৌখিকভাবে বেশ কিছু প্রস্তাব তুলে ধরা হয়। অধিবেশন শেষে সাংবাদিকদের প্রশ্নের জবাবে পরিচালনা কমিটির বিষয়ে শিক্ষামন্ত্রী বলেন, ‘আইনে যা আছে তা-ই হবে। আমরা তো নিয়মের মধ্যেই আছি।’
উল্লেখ্য, বর্তমানে সংসদ সদস্য এবং তাঁদের সঙ্গে আলোচনা সাপেক্ষে প্রতিষ্ঠানপ্রধানরা স্থানীয় ব্যক্তিদের মধ্য থেকে পরিচালনা কমিটির সভাপতি নির্বাচন করেন।
অধিবেশনে জেলা প্রশাসকরা শিক্ষক সংকট দূর করার প্রস্তাব দিলে শিক্ষামন্ত্রী এ বিষয়ে একমত হয়ে ব্যবস্থা নেওয়ার আশ্বাস দেন। তিনি নিজেও শিক্ষক সংকটের কথা উল্লেখ করে বলেন, ‘সরকারি কলেজগুলোতে পদ অনুযায়ী শিক্ষক নেই। আবার প্রয়োজন অনুযায়ী পদ নেই। আশা করছি, ২৮তম বিসিএসের মাধ্যমে কিছু শিক্ষক নিয়োগ করা যাবে।’ এ ছাড়া শিক্ষকের নতুন পদ সৃষ্টির জন্য সংস্থাপন মন্ত্রণালয়ের কাছে প্রস্তাব পাঠানো হয়েছে বলেও জানান তিনি। মাধ্যমিক বিদ্যালয়ে শিক্ষক সংকটের কথা উল্লেখ করে নাহিদ বলেন, প্রায় দুই হাজার শিক্ষক নিয়োগের জন্য সম্প্রতি লিখিত পরীক্ষা হওয়ার কথা থাকলেও প্রশ্নপত্র ফাঁসের কারণে সেটি স্থগিত হয়ে গেছে।
এসএসসি, এইচএসসি, দাখিল, আলিমসহ অন্যান্য পরীক্ষার জন্য উপজেলা পর্যায়ে একটি করে পরীক্ষা কেন্দ্র স্থাপনে জেলা প্রশাসকদের প্রস্তাবের বিষয়ে নাহিদ বলেন, এ মুহূর্তে শুধু পরীক্ষার জন্য কোনো ভবন নির্মাণ সম্ভব নয়।
শিক্ষামন্ত্রী চলতি বছরের পাঠ্যবই বিতরণে জেলা প্রশাসকের ভূমিকার প্রশংসা করে আগামী বছরেও সহায়তা অব্যাহত রাখার আহ্বান জানান।
মন্ত্রিপরিষদ সচিব আবদুল আজিজের সভাপতিত্বে ডিসি সম্মেলনের প্রথম অধিবেশনে শিক্ষামন্ত্রী ছাড়াও প্রাথমিক ও গণশিক্ষা প্রতিমন্ত্রী মোতাহার হোসেন, বিজ্ঞান এবং তথ্য যোগাযোগ ও প্রযুক্তি প্রতিমন্ত্রী ইয়াফেস ওসমান এবং সংশ্লিষ্ট মন্ত্রণালয়ের সচিবরা উপস্থিত ছিলেন।
অর্থ মন্ত্রণালয় : বিকেলে অর্থ মন্ত্রণালয়-সংক্রান্ত অধিবেশনে তিনটি বিষয়ে দিকনির্দেশনা দেওয়া হয়। এর মধ্যে ছিল নিরক্ষরতা দূরীকরণ, বাজার নিয়ন্ত্রণ ও ডিজিটালাইজেশন।
অর্থমন্ত্রী আবুল মাল আবদুল মুহিত রাজস্ব আয় বাড়ানোর জন্য জেলা প্রশাসকদের সংশ্লিষ্টতার ওপর গুরুত্বারোপ করেন। নদীর সীমানা পিলার স্থাপনে অর্থের প্রয়োজন উল্লেখ করে সম্মেলনে উপস্থিত জেলা প্রশাসকরা অর্থ বরাদ্দের দাবি জানান। তাঁরা জুডিশিয়াল স্ট্যাম্প সরবরাহ বৃদ্ধির তাগিদও দেন। এ ছাড়া প্রতিটি বিভাগের জন্য আলাদা নিরীক্ষা বাধ্যতামূলক করার দাবি তোলেন। উন্নয়ন প্রকল্পের অর্থবছরের শুরুতেই ছাড় দেওয়ার দাবি তুলে তাঁরা বলেন, দেরিতে ছাড় হলে প্রকল্পের কাজ সময়মতো শেষ হয় না। এ সময় অর্থমন্ত্রী সময়মতো বরাদ্দের ব্যাপারে অর্থ ছাড়ের প্রতিশ্রুতি দেন।
দুই অর্থবছর ধরেই জেলাভিত্তিক বাজেট প্রণয়নের ওপর গুরুত্ব দেওয়া হচ্ছে। এরই পরিপ্রেক্ষিতে অর্থমন্ত্রী জেলা প্রশাসকদের জেলাভিত্তিক বাজেট প্রণয়নে প্রয়োজনীয় প্রস্তুতি নেওয়ার নির্দেশ দেন। একই সঙ্গে তিনি জাতীয় সম্পদের সুষ্ঠু ব্যবহার নিশ্চিত করার নির্দেশ দেন। জেলা পর্যায়ে করদাতা বাড়ানোর ওপর জোর দিয়ে অর্থমন্ত্রী বলেন, কর বাড়ানোর লক্ষ্যেই কাজটি এখন জরুরি। সরকারের বিভিন্নমুখী উন্নয়নমূলক কর্মকাণ্ড প্রাইভেট পাবলিক পার্টনারশিপের ভিত্তিতে নেওয়ার আহ্বান জানিয়ে অর্থমন্ত্রী এ ধরনের কার্যক্রম শুধু শহরে সীমাবদ্ধ না রেখে গ্রামে গ্রামে ছড়িয়ে দেওয়ার কথা বলেন।
স্বরাষ্ট্র মন্ত্রণালয় : স্বরাষ্ট্র মন্ত্রণালয়-সংক্রান্ত অধিবেশনে জেলা প্রশাসকরা দেশের কারাগারগুলোতে নিরবচ্ছিন্ন বিদ্যুৎ সরবরাহ নিশ্চিত না হওয়ায় গভীর উদ্বেগ প্রকাশ করেন। এ অবস্থায় কারাগারের নিরাপত্তা নিয়েও শঙ্কিত তাঁরা। জেলা প্রশাসকরা জানান, কারাগারে বিদ্যুৎ চলে গেলে জেনারেটর চালু রাখা হয়। তবে জেনারেটরের তেল কেনার অর্থ কে দেবে_এ নিয়ে সমস্যা দেখা দিয়েছে। সমস্যাটি নিয়ে স্বরাষ্ট্রসচিব মো. আবদুস সোবহান শিকদার বলেন, এ অর্থ পূর্ত মন্ত্রণালয়ের দেওয়ার কথা। তারা না দিলে আলোচনার মাধ্যমে বিষয়টির সুরাহা করা হবে।
স্বরাষ্ট্রমন্ত্রী সাহারা খাতুনের কাছে জেলা প্রশাসকরা অভিযোগ করেন, জেলা আইনশৃঙ্খলা কমিটির বৈঠকে পুলিশের স্থানীয় ঊর্ধ্বতন কর্মকর্তারা উপস্থিত থাকেন না। এ কারণে অনেক সময় সিদ্ধান্ত নিতে বেগ পেতে হয়। ওই পুলিশ কর্মকর্তাদের ব্যাপারে অভিযোগও তোলা যায় না। ডিসিরা পুলিশের কর্মতৎপরতার ওপর প্রতিবেদন তৈরির ক্ষমতা প্রদানের জন্য স্বরাষ্ট্রমন্ত্রীর কাছে দাবি জানান।
জেলা ম্যাজিস্ট্রেটের তত্ত্বাবধানে একজন এএসপি, দুজন পুলিশ পরিদর্শক, পুলিশের উপপরিদর্শক পদমর্যাদার চারজন ও ৩০ জন কনস্টেবলের সমন্বয়ে অ্যাডমিনিস্ট্রেটিভ ল অ্যান্ড অর্ডার মেইনটেনেন্স ফোর্স গঠন, পার্বত্য এলাকার জেলা প্রশাসকদের নিরাপত্তায় দেহরক্ষী ও রোহিঙ্গা সমস্যার সমাধানে ব্যবস্থা নেওয়ার লিখিত সুপারিশ পাওয়া গেলেও বিষয়টি গতকালের বৈঠকে আলোচনায় আসেনি বলে একজন ডিসি জানান।
ব্রাহ্মণবাড়িয়ার জেলা প্রশাসক মো. আবদুল মান্নান সাংবাদিকদের জানান, স্বরাষ্ট্র মন্ত্রণালয় প্রসঙ্গে আলোচনার সময় পাসপোর্ট নিয়ে জনমানুষের ভোগান্তির বিষয়টিও তোলা হয়েছে। বিভিন্ন জেলায় পাসপোর্ট অফিস স্থাপনের পরিকল্পনা ছিল। তবে সেগুলো স্থাপন করা হয়নি। এ অবস্থায় ওই সব জেলা প্রশাসক কার্যালয় থেকেই পাসপোর্ট ইস্যুর সিদ্ধান্ত নেওয়া হয়েছে। যেসব জেলায় স্ট্রাইকিং ফোর্স হিসেবে র‌্যাব কাজ করছে, সেসব জেলায় আইনশৃঙ্খলা কমিটিতে র‌্যাব সদস্যদের রাখা যায় কি না, তা বিবেচনা করার বিষয়ে সম্মেলনে প্রস্তাব তোলা হয়। স্বরাষ্ট্রসচিব প্রস্তাবনা বিবেচনায় নেওয়ার আশ্বাস দেন।
সিলেটের জেলা প্রশাসক সাজ্জাদুল হাসান সাংবাদিকদের জানান, জেলা আইনশৃঙ্খলা কমিটিতে পুলিশ সুপার থাকলে র‌্যাবের প্রতিনিধিরা থাকেন না। র‌্যাবকে কমিটিতে রাখা গেলে আইনশৃঙ্খলা-সংক্রান্ত কমিটি আরো কার্যকর হবে বলে তিনি মন্তব্য করেন।
ভূমি মন্ত্রণালয়ের অধিবেশনে বেশি ভূমিকর আদায়ের ব্যাপারে গুরুত্ব দিয়ে বলা হয়, বেশি কর আদায়কারীদের প্রণোদনা দেওয়ার বিষয়টি সরকারের বিবেচনায় রয়েছে। ভূমি প্রতিমন্ত্রী রেজাউল করিম হীরা ডিসিদের সঙ্গে বৈঠক শেষে সাংবাদিকদের জানান, চারদলীয় জোট সরকারের সময়ে এসিল্যান্ডের প্রায় চার হাজার পদ শূন্য ছিল। এখন এসব শূন্য পদ কমিয়ে আনা হয়েছে। অর্পিত সম্পত্তি আইন চূড়ান্ত অবস্থায় আছে। এটি যেকোনো সময় সংসদে পাস হবে। অধিবেশন সূত্র জানিয়েছে, খাল-বিল দখল করা যাবে না_এ প্রসঙ্গে সব জেলা প্রশাসককে সতর্ক থাকার নির্দেশ দেওয়া হয়েছে।
এদিকে গৃহায়ণ ও গণপূর্ত মন্ত্রণালয়ের অধিবেশনে প্রতিমন্ত্রী আবদুল মান্নান খান ভূমি ও খাল-বিল দখল রক্ষায় গুরুত্বারোপ করেছেন।

PM’s energy adviser for keeping factories shut during peak hours in Ramadan

The government is going to undertake a pilot project to produce coal from Jamalganj coalfield using Underground Coal Gasification (UCG) and Coal Bed Methane (CBM) technologies, the prime minister’s energy adviser said yesterday.

The adviser, Dr Tawfiq-e-Elahi Chowdhury, told this to journalists after attending a seminar on “Prospect of coal gasification” at Petrobangla in the capital.

Jamalganj is the deepest and largest coalfield with deposits at a depth of 500 to 1,000 metres, having a reserve of 1 billion tonnes of coal.

The presence of aquifer is a challenge to both underground and open pit mining in Bangladesh.

“We will discuss the pilot project with the experts and then take it up,” Tawfiq said, adding that the government is looking for sources of alternative energy rather than gas.

The adviser also said the government would publish the coal policy within this year.

To ensure adequate gas supply to the power plants, Tawfiq urged the industrialists to shut their factories during peak hours in the month of Ramadan.

He said if the gas supply remains sound, load shedding would be in a tolerable level during the holy month.

Tawfiq said the government is thinking of load management of gas during the peak hours.

Prof Badrul Imam of Dhaka University Geology Department explained the technologies presenting a keynote paper at the seminar.

He said CBM, which remains in absorbed state, is produced by lowering water pressure and by extracting water from the coal.

With UCG technology, oxygen and water are injected into coal. The coal is burnt and it produces hydrogen, methane, carbon monoxide and carbon dioxide gases, said Imam.

Of the gases, only methane is extracted from the coal and used after purification, he added.

In his paper, Imam emphasised the need for equal attention to both conventional and unconventional techniques of coal exploitation.

Prof Imam said UCG is a fast emerging technology involving conversion of coal into gas and lifting the gas for use.

In Bangladesh, UCG technology can be used in Jamalganj coalfield, Imam said.

Secretary to the Energy and Mineral Resources Division Mohammad Mejbahuddin was also present at the seminar, which was chaired by Petrobangla Chairman Prof Md Hussain Mansur.

Prime minister’s energy advisor Tawfiq-e-Elahi said on Sunday that the final draft of the national coal policy will be published by the end of the year after taking advice from specialists in the field.

He revealed this in response to a query at a seminar on coal gasification held at the Petrobangla office at the capital’s Karwan Bazar.

Bangladesh Oil, Gas and Mineral Resources Corporation (Petrobangla) arranged the seminar.

Whilst stating that various parallel steps are being taken to develop the energy sector, the advisor said, “The economy should not only depend on gas, we should look at alternative sources of energy.”

The sufferings of the people due to ongoing load shedding may prolong as irregular supply of gas to the power plants hampers power generation in the country.

The power generation yesterday was about 3,742 MW against the total demand of 5,150 MW, registering a 1,214 MW load-shedding yesterday that was 1,107 MW on Saturday.

Against the total demand between 2,000 MW and 2,100 MW, the total allocation of power for Dhaka Electric Supply Company (DESCO) Ltd, Dhaka Power Distribution Company (DPDC) Ltd and Rural Electrification Board (REB) was 1,267 MW yesterday, sources said.

The ongoing load shedding forces us to lead an uncomfortable life.

The frequent outage of power due to shortage of supply against the demand might persists in the coming month of Ramzan, city dwellers expressed their concern.

They called upon the government to minimise the load shedding before the holy month of Ramzan.

The decrease of power generation causes irritating load shedding for the last few days that caused mainly due to insufficient supply of gas to the power-houses which hampers power generation, a source in the Bangladesh Power Development Board (BPDB) told The New Nation yesterday.

Besides, fire incident on July 18 at Ghorashal Power Plant in Narsingdi has also been contributing in reducing power generation.

The incident has damaged the turbine generator of Unit No 6 of the plant that had cut about 200 MW out of total power generation of the plant.

Ghorashal Power Plant has 6-units with a capacity of generating 950 MW power. But fire incident forced Unit No 6 to shut down its power generation.

The other Units of the plants are now generating between 485 MW and 500 MW power yesterday. The repairing work of the Unit No 6 is going on. It will take some time to regenerate power through Units No 6, said a concerned official of the Ghorashal Power Plant yesterday.

Meanwhile, to maintain smooth power generation and supply during the upcoming month of Ramzan, the government has decided to supply gas to power plants through ‘gas rationing system’.” We have started renovation works of some power plants so that they could generate power before the Ramzan,” Dr Tawfiq-E-Elahi, Adviser to the Prime Minister on Power, Energy and Mineral Resources said on Saturday at a seminar in the city.

The government has taken short, mid- and long-term measures to generate power to maintain the pace of productivity in the agricultural, industrial and other sectors, a high official of BPDB said.

The government has signed accords with different power companies to generate the targeted power within the stipulated time, he said.

A number of quick rental power houses, mainly diesel and furnace oil based, have started generating power with a certain target between 1,100 MW and 1,215 MW by 2010.

The sufferings of the people could be reduced to a tolerable level once all the quick rental power-houses will be able to generate the targeted power by the end of the current year, he said.

The government will explore all options to increase energy reserve to ensure country’s energy security, the Prime Minister’s adviser Tawfiq-e-Elahi Chowdhury, said on Sunday.
“We are planning to take a pilot project on coal gasification to tap the energy from all of our coal fields using modern technology on the basis of experts opinion,” Tawfiq said.
He was addressing as the chief guest at a seminar on underground coal gasification at Petrobangla on Sunday.
Energy Secretary M Mezbahuddin Ahmed, Petrobangla Chairman Dr Hossain Mansur , top officials of energy sector, academicians and energy professionals were present.
Professor Badrul Imam, country’s renowned geologist and a Dhaka University teacher presented a paper on the topic.
“Bangladesh should go for the non-traditional method in using its coal reserve as both the open pit and underground mining are not good because of its geographical condition,” Badrul Imam said.
He said Bangladesh is currently opting for underground method of coal extraction at Barapukuria and the aquifer is the main constraint for open pit mining here. So we could choose the other non- traditional options dubbed as “Coal Be Methane (CBM) and Underground Coal Gasification (UCG).
“It’s a big question that UCG can provide a ready relief to the present energy crisis as we are probably in a hurry, but in long term planning we should consider to think about it,” Imam said.
“The risk of open pit mining in Bangladesh is grater than its benefit as we don’t have enough land, money and technology to address its social, geological and geographical affects,” Professor Badrul Imam said.
Citing example of various countries including Europe, USA, Canada, Australia, South Africa and India, Badrul Imam said these countries are now using the CMB method as it never affect the surrounding areas and produces gas to meet energy crisis.
